Hi

There are 2 places you can apply eyeliner.

You can put it on the rim the redder bit right under your eye. It is sort of wet as you put it... get a smoother eyeliner pencil it sounds like yours might be a cheap make or needs softening a bit - you can do this by warming it in your hands etc.

You can also apply eyeliner pencil right under the bottom lash. Put on it as if you are drawing where the bottom lash comes out. Then apply mascara to your bottom lashes.

As for liquid eyeliner you can apply this to your top eyelid right by the lash for best results.

Try applying it in little dots right on your lash line...like in between your lashes...that way you can gradually build it up so you don't look like you've been hit. Also, it's well worth buying the best quality eyeliner you can afford, because I find that the cheaper ones do tend to smudge quite easily.

If you still want to try putting on the actual lower lid (part right next to your eyeball) then try sweeping over the lid with a clean finger tip first in order to remove a bit of the moisture. Then use a waterproof eyeliner to make it stay in place.
Dab your eye VERY slightly with cotton wool to make the eye as dry as possible, then pull the skin just below your eye down so you can see the red bit, then get the penciland put it on the eye folicle until its all black (or whatever colour you eyeliner is)

with liquid liner its basicly the same story, but i would properly master the penicil before you start playing around with liquid eyeliner, personnaly i think that pencil eyeliner is best ( and safest ) used only on the eyelid, to make your eyes look bigger or to create an amy winehouse flicky eye type look ( :

( liquid eyeliner stings when you get it in your eye :( )

hope i helped you ( :
you can put it either on the line where your lashes grow out, or the water line (which is the inner line) i suggest just putting it on the line where your lashes grow but you can experiment and see which looks better - or if both looks better.

make sure your pencil is sharpened before you apply it though cause i've had the same problem.
Use this trick: blast i with a blowdryer for a quick second before putting it on. It will soften the pencil.

Then use SHORT strokes and blend INTO the lashline.

OR try my favorite - powder! Powder is easier to apply (with an eyeliner brush) and has a little softer of a look. Again, apply to brush and then brush INTO lash line.

GOOD LUCK

hope this helps x if don't sorry. :) :(
You're talking about your water line. Just wipe it with a q-tip before you apply your eyeliner. You could alsp but eyeliner on the line where your eyelashes start growing.

Hope this helps!
maybe you look like you've been punched in the eye because you've been using the wrong colour.
Sometimes I find putting it nearer the corner of your eye works well. and smudge it :D

but thats just meee.
